PACS R7 Not Connecting to Messaging in 5 Slot Carrier

This is my second Partner R7 install with the same issue. I have a PACS R7, Messaging R7, and a 5-slot carrier. The Messaging just goes to a yellow light with no start up of the hard drive. I move and reseat the Messaging module with no success.

The first time I had an "O" version. I replaced the Messaging module, but the problem persisted. I finally wiggled the PACS, and the green light came on the Messaging.

This time, I have a "K" ACS. The symptoms are the same. No amount of jiggling has worked. I swapped the proc for an older R6, and Messaging started working. I am in the process of replacing the R7 proc.

Is anyone else seeing this? Is there something that I am missing?
