packet filter protocol violation alert??

Hello --

In the past few months, I've seen quite a few of these in the event log on the proxy server:

Event ID: 46
Source: PacketFilterLog
Description: Packet filter protocol violation alert

I'm running MS proxy on NT 4.0. I'm assuming that this is a result of simple port scanning. But I'm really only beginning to read about security, and to be honest I have no idea. Could anyone shed a bit of light on this event for me?
