Packaging Wizard - RUN Command Not Working

I am using the Office XP Packaging Wizard and I am specifying at the final "RUN Command" option the following:
"$(ARTFolder)\MSAccess.exe" /Runtime "$(AppPath)\db1.mde"

The Access .mde does not run after installation. Any help?
