Packaging Wizard Install Error!

I am having a problem installing a packaged application. I created my application using the Access 2002 Packaging Wizard. I also included Access Runtime in the package.
The problem is that when a user goes to install the program, it gives an Error stating, "The Office System Pack cannot be installed on this system because it requires Windows NT 4.0 Service Pack 6 or later".
Can anyone tell what I am doing wrong?

XP Professional Service Pack 2 is the one I tried.
