Packaging Excel using MS Office Developer

Does Microsoft Office Developer allow for the packaging of Excel only (no Access Run Time) for distribution.
When using the Developer Packaging Wizard, it appears that Excel.Exe and other DLL files are included in the packaging. However when installing on a computer with no MS Office or Excel, Exel.exe does not activate. I get a message "The operating system is not presently configured to run this program". When I open the XLS workbook directly, I get an error "Windows cannot find this program". When I define the location of the Excel.exe file, it still doen't open.

 
Does anyone have any idea about this? I have the same issue.
