Packaging a .DLL with a ADP/ADE

How does one distribute an .ADE with an imbedded .DLL where the internal link isn't broken. A MouseWheel.DLL file using VB6 to trap and prevent the users scrolling through MS Access records. It works great on some PCs (3) others not (30). I send out a compiled version of the app. but the only way I can get the users computer to recognize the .dll is by sending them the .adp file, going into the code, unclicking then clicking the mousewheel.dll box under Tools/References then recompiling the app. creating the .ade for them. The app and .dll are copied to the same place on everyones hard drive, plus all computers are imaged the same so can't be a version issue.
Any experience, ideas are welcomed.
