Packaged Install Fails, "...Service Pack 6 or Later" error

I have been deploying via the MS Packaging Wizard for several years. There was an issue as described in the MS KB regarding their Service Pack 2 and Access installation. I followed the procedure as described in the KB, but I have one user who still receives the error, "The Office System Pack cannot be installed on this system because it requires NT 4.0 Service Pack 6 or later"

I have verified that I have deleted Dbmsadsn.dll from the Ospfilelist.txt file as instructed in the KB.
