Package & Deployment Wizard Add-In w/Access

I thought that I had this working! Now when I go into VB Editor from Access, I click on the Add-Ins menu and the Add-in Manager menu. The Add-in Manager box opens, but there are no items in the box.

I had this working earlier, but I updated my application, and now I want to create another distributable package.

What do I have to do to get the Wizard back?
