PA system question

I have an option 11 with a PA system that is working in one building(Dial 61) and a 61C with it's own PA system(Dial 81)in our main building. Is there a way that I can access both PA systems from the main site while still having each site being able to access it's own PA system.

They are linked by signalling servers. I had our maintenance people in and we tried things like to creating an ACDN at our other site and have it NCFW to the access code but all we are getting is fast busy.
