OWC Issues

Hello All,
I have a situation that is driving me insane, and I was hoping someone else mught be able to help...

We have a small app, basically an excel file embedded in a web page, that works great for all users, that are on win2000 machines.

I have a handful of users that are on Win XP machines, and most can also view the page correctly..

I have 2 users, that just cannot. They get the stupid message,, need IE4 and OWC to view...

I tried logging on with a basic user, almost no permissions, and it can view it fine, log back on as one of the users in question, and still no luck.

I have Office 2000, with the office 2003 compatibility pack, and OWC for office 2000, XP, and 2003.

I have tried deleting the profile, and having windows create a new one, tried changing group membership, Internet security settings, uninstalling office and re-installing, removing compatibility packs, and OWC for 2003 and XP, and I still cannot get these two users to see the page correctly...

Any other places to look would be greatly appreciated..
