OWA with Exchange 5.5 and Win2k Server

I am able to reach the log in screen, but no matter what I do I receive this: OWA was unable to get to your inbox. I understand that in NT4 you need to 'log on locally' but how do you do this in Win2k, or is this not even the problem?

To set the option Log in locally go into Administrative Tools. Choose Local Security Policy. Go into Local Policies and choose User Rights Assignment.
