OWA with a new website

We use OWA for webmail. The user types on "mail.mytown.org" and gets right into the OWA login screen. This user goes thru a redirect to use SSL and to get sent to /exchange. We have created a new website and want users to go to "mail.mytownma.gov" using SSL and /exchange. The redirect tries to go to 'ma.gov', but never does. The user goes to '.org' instead. I am wondering if it is because there is only one website configured in the IIS manager. If this is the reason, then should I create a new website, or should I just use a host header of "mail.mytownma.gov" in the Default website? We will bring down the '.org' sites once the 'ma.gov' sites are working.
