OWA troubles with permissions

i recently set up exchange 2003 in my active directory domain and i'm having troubles with the users being able to access OWA. it's giving me error 401 on the IE. i'm able to access OWA through the admin account and the users are able to access the public folders but not OWA.

any ideas on where i need to troubleshoot my permissions so the users can access OWA? any help is greatly appreciated. thanks!
