OWA Public Calendar for New User is blank

I just found out that for the last few users I have had to create, the Public Calendar is empty in OWA. I see the name of the calendar, but when I open it up, no appointments or anything is in it. The Public Contacts show up though. When i log in with past users, the Calendar is there and up to date. Any ideas?

Are you referring to Calendars and Contacts in the Public Folders?

If so, make sure they have rights to those folders.
