OWA problem

My problem is that all of the posted fixes and such have not worked and my OWA access is still down. In addition, I am unable to reinstall Exchange SP4. I receive the error "unknown facility" once, and the message "access is denied". Can anyone shed a little light on the subject further than the fixes already posted.
