OWA not loading correctly

Well, I have EX2003 on a Win2003 server, and i had OWA working correctly out of the box, with a certificate. All of the sudden, it doesnt work right. All users can authenticate to it, including when i open owa locally on the exchange box(or do so automattically because they are on the domain), but they just get a bunch of misaligned text and image fields with "x"'s in them. the exception seems to be myself, as when i log on i get the correct frames and images, but it just hangs on "loading messages".
here are the only changes i made (however, users tell me their owa stopped working correctly days before i did these)...
I enabled the built in W2K3 firewall on the outside interface to only allow smtp and https, which has never been connected yet, bu5t i quickly disabled this. the interface itself was never enabled or connected to a cable.
I installed msxml 4.0 sp2 because the basline security analyzer said it was wise to do so before going "live" on the net.

I have daily full backups, but dont know what i should try first.

I have this same issue, and the only solution I've found posted anywhere is "uninstall IIS and Exchange and re-install".

I'm hoping someone has found the resolution to this problem because I have this issue with a server I'm supporting remotely and don't have the re-install option.

Can you from the inside see it correctly? This would prove or disprove that the changes to the FW piece made any difference.
 
1. What hardware is it running on?

2. What are the permissions in ISM?

3. Have you tried clearing the inernet explorer cache and reconnecting?
