OWA needs WWW/Proxy Service restart

i have an SBS 2000 server that is running Exchang and ISA. OWA will not work unless i stop the

http://www publishing

and msft web proxy services. then i start the

http://www publishing

service and then start the web proxy service and it works fine. i have added the

http://www service

to the dependencies list in the web proxy service and they start in order, but OWA still doesn't work unless i start them manually. i have also tried making the print spooler service a dependency on the web proxy service because i read somewhere that it starts last. is there anyway to make sure the web proxy service is the last service to start (if that doesn't affect anything else) or does anyone have any other ideas? by the way, i have also tried to run through the internet connection wizard again.
