OWA contacts list problem

Hi,

I have few users and they use OWA for sending and reading mails.
When they send new e-mail and choose field "to" to find a contact person they can find and select only our exchange users.
How can I configure contact folder for this users that they can select and find users from this folder as well as from global address list?
