We just implemented password complexity in our 2003 Active Directory, and was going through account setting them to must change password at next login. This worked for all that have their own computer.
However, for those users that only ever access OWA, they are greeted with a "you could not be logged on to OWA...", with no opportunity to change their password. These users will have had a simple password-which was the goal of all this-to increase security.
Am using forms based authentication, and prior to this happening, the change password option within OWA is functioning as advertised. OWA and backend server is Exchange 2003, SP2
