OWA Administrator access to Exchange mailboxes

On my Exchange 2003 server, I access OWA using
If I replace administrator with another username, I am prompted for credentials even though I have full control over the "server" in Exchange System Manager AND the Mailbox Store -- both are FULL CONTROL -- inherited (grayed out). I used to be able to do this on other systems but not this one. The only attribute that is set to DENY are send as and receive as.

Any ideas?

To do that you would need to change the permissions on the virtual server and quite probably a load of other places too. Why would you want to do this?
 
The architecture is that Administrators shouldn't have access to the mailboxes.

If you want it, use Outlook as the MAPI authentication will let you do it. Then add additional mailboxes and you're done technically. Ethically and legally are different matters.
