OWA 2000 customizing view

How do I customize the view of OWA 2000? What I want to customize is the web page itself to display our city seal and maybe some background pictures. I am not trying to customize folder views. In exchange 5.5 the html pages were stored in /exchgsvr/webdata but this is not the case for Exchange 2000. Where are the html, asp, or whatever files are necessary to customize the opening page view?
