OVrequestD Won't Start Fresh NNM 6.2 Install under Win2kSp2

OVrequestD crashes when starting Openview services.
This is a fres NNM 6.2 installation on a Compaq Evo P4 workstation with Win2k Pro Sp2.

The text of the Dr. Watson Error message is:

The application, ./ovrequestd.exe, generated an application error
The error occurred on 05/22/2002 @ 10:27:50.628 The exception generated
was c0000096 at address 0001010A (<nosymbols>)
