OVO Failover and Message Receiver

I have a primary Openview Server and a failover server. Some of the managed nodes are sending messages to the failover server instead of the primary server. I would like to do two things: have all nodes send messages to the primary server and sync the primary and failover servers.

One additional question; does anyone know if the managed node license limit applies to Network Node Manager, or Operations Center. I get the message that the 1000 managed node limit has been reached, but haven't been able to identify how Openview came to that limit.
