overseas mail problem

i have a client running exchange server 5.5, windows xp, office xp, and outlook 2002 with a local pst. they have an employee with a french domain email address. for some reason, this email takes an extremely long time to load [as in, 30 seconds or more] the .fr and .com addresses use the same servers, however the .fr address is difficult for everyone to load.

any ideas?
