Overseas Call Forwarding on a BCM400

Looking for programming assistance for call forwarding to a TN in France from NNPA 403 over the PSTN. Switch is a new Norstar BCM400. All call forwards work to North American destinations but not to an overseas destination. (We will use the IP capabilities of the platform once once a fibre Internet access is installed in about a months time but need to get this PSTN connection working in the mean time). Can anyone assist? - THANKS!
 
Should be the same as forwarding to a number in the States. Make sure you have a destination code for international (such as 9011).

Where are you forwarding from? Phone set, Voicemail? If voicemail, make sure your restriction filters allow international dialing. Also make sure your active application DN's have access to the line pool that the PSTN trunks are in. Last but not least, make sure your carrier isn't blocking international calls....
