Override COR calling permissions

On the system, management wanted to block station to station calling within a group, all with the same COR (5). To accomplish this, I changed the cor calling permissions to "n" on cor 5's calling permission 5.

This works perfectly.

Now they want the attendant to be able to connect these stations "on demand." Presently, the attendant answers the extension, but can not release the call when trying to transfer within this COR group.

The attendant COR has Restriction override: all - which I thought would resolve the problem, but still does not allow the release of the transferred call.

 
Is there a good reason why you can't put the attendant console into a different COR?
