Overlapping layers with Flash animation

I have inserted a flash animation .swf file into a layer in dreamweaver 3 and have tried to set it as the first layer so that other layers are infront of it. So I have set the Z value of the layer containing the animation to 1 and still can not over lap it with other layers.

Is ther a way of controlling the Z value of the animation in the code instead.
