Overhead paging Noise

Maybe someone can help here. Existing paging system uses UTC, loop start. Local electrician ran 900 feet of direct 24 gage sheilded line. Still picking up 60 cycle hum and 1.3mghz signal on the run with nothing attached at either end. Basically a big atenna, so the powers that be want to run a fiber pair to elminate the noise.
Can anyone recommend a good transiever to run the distance from the pbx to the amplifier that feed the speakers? Basically replacing copper with fiber.
From this.... CS1000 -----------UTC(loop start)-----idf--------copper--------------->Amplifier-------------over head speakers
To this.......CS1000 -----------UTC(loop start)-----idf-?-------FIBER-------------?->Amplifier-------------over head speakers
any help greatly appreciated, I am passing the information on to the local electrician who are responsible for infrastructure.

Have you grounded one end of the shield on the shielded cable?
