Outside line ratio to extenstions 1

Is there a rule of thumb for how many outside lines can support N number of extensions ? Or is that simply an art ?
I have a few direct lines I'd like to add as extensions but do not want to cause any issues with call volumes, etc.
My existing config is a Legend 7.0 with 8 outside lines and 32 extensions. Also, I was wondering. Does DID have to include service for an actual line ? Or can you get a number that is forwared to the pbx and internally sent to an extension/vm?
 
DID service can be configured in a variety of ways. The most basic is analogue trunking, which would terminate on a DID module in the Legend. This is a separate service and is one-way inbound. All DID service has a block of phone numbers associated with it. Hence, DID means Direct-Inward-Dial. The service provider provides the number block according to your requirements. When DID service is provisioned on DS1 or PRIMARY ISDN, the service on that facility can be two-way. Different parameters are required when using a DS1 facility for such service. You might want to download a copy of the Legend Feature Reference document from the Avaya website: support.avaya.com. That document covers this subject and most everything Legend with good explanations. That and the Planning Guide document may provide you with more information on determining line requirements. So you might want to review those in conjunction with input from the client as to whether 8 CO lines is enough for the system as it is currently equipped.

In the case of a direct line, that usually doesn't impact the other line group since it connects to its own line port on one of the 400xx, 408xx or 800xx type modules, and is configured to go wherever you program it.

Those manuals are no longer available from Avaya. But I googled and found them on a site in China. Thanks for the tip!
