Output laptop picture to TV

I am trying to display laptop output onto a TV via a video out to scart cable. I get nothing at all, no signal, nothing.

I ultimately want to be able to play .avi files and watch them on the TV. Is this possible!? What might I be doing wrong?
 
The scan rate for computers are different than that of standard TV video. To get the computer scan rate to conform to the TV scan rate you need to use a scan converter. There are several quality grades of computer to video scan converters, that is the more you pay typically the better image quality you get. Image Technics has several products in this area for business and government researchers. Extron and AVerkey have several fro business or consumer applications.
