You can yes, but it's not a trivial excersise. Have a look in the documentation for XS, that's the mechanism people use.
Alternatively - and potentially much more simply - can you write a C program that does the job you want and the returns results to the Perl script? Mike

You can try the Inline module which makes including simple C (and C++) code (like a single function) easier.
