Outlook98 error syncronizing outlook forms

I am in the process of converting users from .pst mailboxes
to having their email in the .edb database + a local .ost file. (we can't restore single mailboxes, our Legato Networker v5.5.3 backup software is bad.)

a few of the users (5 out of 200) are getting this error
a quick look at the log files revealed this:

notice the folders are all standard stuff, nothing custom
this user had a couple gig of hdd space left
any ideas?

Did you try to run a repair on "offline mail folder"?

I can delete the .ost, let outlook re-create it, and it will still get this message.
