Outlook2K3 - Stationery and Signatures issue

I'm new at this forum and I hope I can help others too.

I have created a new stationery containing one image at the top and a CONFIDENTIALITY NOTICE at the bottom and in between I add a couple <p> tags. From top menu Tools\options\Mail Format I can choose my new stationery and signature. Later on when I choose New Mail Message, my signature appears on the top of the stationery. Is there any sollutions for this matter? Any line on the html code that tells the signature appears in right above of the CONFIDENTIALITY NOTICE text?
I know that some people use <SPAN id="_AthCaret"></SPAN> to define where in the body copy to start typing. Maybe there is something similar. I'll appreciate some help. Thanks guys.
