I have a user on Outlook2002, exchange 5.5, who has a problem with rules just appearing in the Organize section on the "Using Folders" tab. The rule may send messages from a specific person to the deleted items, or it may move it to another folder (it changes randomly). I cannot find a way to remove that rule from the Organize section, when I go to the rules wizard, the rule is not there.
