Outlook2000 Unable to select "encrypt contents" tick box

In Outlook 2000 one of the tick boxes is grayed out.
This is for encrypting emails and attachments, and can be usually found uner tools\options\security...

I have reinstall Office-SP3... the tick box is still missing...
I also notice that the "attachment security" button in the same window is also missing...

Please help !! :)
 
I copied this out of Outlook's help file. It may explain why the option is not available.

About digital IDs
Digital IDs (certificates) are files that are issued by a certified security authority, such as VeriSign, Inc., or from your Microsoft Exchange Server administrator. Your digital ID is used to verify your signature on digitally signed mail and to send encrypted mail to others. Digital IDs have an expiration date and must be renewed periodically to remain valid. To send an encrypted message over the Internet, both the sender and the receiver must have a valid digital ID.

Before you can use any of the features under secure email you have to get a Digital ID. Then you'll be able to select those options.

As for the "attachment secrity" button, have you tried a "Detect and Repair"? You'll find it under Help.

Thanks guys... I've already tried:-
1. Checked the date on the digi badge (1st thing)
2. Even then I still... removed and redeploy the digi badge and HPA certificates.
3. Ran the detect and repair... although most of the time its weaker than doing the following manually
4. Also setup the Regmon tool to monior the registry as I selected this missing tick box on a working system...
5. And checked each of the hex entries in the registry found by regmon.
6. Uninstalled the app... rebooted... manually removed all registry entries... reinstalled... tick box still missing
7. Copied registry parts from a working system to this computer.
8. reinstalled all the latest SP's (for the Office pack and OS)
9. Installed latest IE/OS and Office secuirty patches
10. Ensured the Exchange services user in the profile didn't point to a restricted internet IP (via the internet service)
11. Uninstalled IE(5.5)and reinstalled IE(6.0)...This was VERY messy...
12. Ensured Word wasn't used as the email editor (security settings blanked with this setup...)
13. Stopped auto name checking (know to cause some security issues)
14. Ensured that no language settings had been changed (ie changing to another language can blank out the security settings)
...

And finally... the fix...after half a day of the above
Reinstall a fresh OS and base app's... IT WORKS !
