Outlook XP Run Time Debugger (Disable??)

Does anyone know how to disable the Microsoft Outlook Runtime Debugger? It does no good to have the option to debug pop-up for my users who should not ever debug an application.

How can I disable this so users are NOT given this option when they get an error in Outlook?
