Outlook XP location connection options

Our company operates from two locations connected by a T1 line . We have an Exchange 2003 server in one of the locations that the , mostly Outlook XP , clients connect to. In the office where the Exchange server is located the office based users simply connect over the LAN, and for our mobile users ( sales people) we have configured Outlook so that it gives them options to either "connect" when they are in the office or "work offline" and use a VPN connection when at home.

At the second location the office based people work with Outlook offline and configured to check for mail automatically over the T1 line.

However we have a problem for the sales people based at the second location since if they try to connect directly to the Exchange server over the T1 the response is rather slow and if they select to work offine and to synchronise with the server , Outlook launches the VPN connection.
I am a great believer in trying to keep things as simple as possible for users so is there any way in which I can configure Outlook so that it connects in one of the two ways when working offline without users having to delve about in the setting each time they move between the office anf home. ( I recall that Lotus Notes has the ability to define locations that the user selects on startup and which determines how it connects to the Domino server)
Are there any Outlook addins which can provide this facility.

I'd be most grateful for any suggestions or comments.
