Outlook XP cannot open link in new window

Whenever I try to shift click a link in Outlook to open it in a new window I get a "locate link browser" which seems to be looking for an .exe file.

I have disabled the reuse windows option in the advanced section of internet options.

Strangely enough it works fine on my other computer, shift-clicking opens a new window every time.

Any ideas?
