Outlook XP and XP SP2 opening ".eml" files

It used to be that when I received and email in Outlook XP with a .eml extension, I could click on it and it will open within Outlook. After the recent upgrade to windows XP SP2, it opens with Outlook Express. When I changed the file type associate to Outlook.exe, it opens a new outlook email with the .eml as an attachment.

Has anyone else seen this and have a solution?
