Outlook XP/2002 Organise Rules

I have installed Outlook XP on Windows 2000, I can create rules manually with no problems. When I want Outlook to create a rule via the Organise Button on the toolbar, it comes up with the following message:

"Unable to create rule. Check folder permissions"

I am using Outlook without Exchange and no folders have permissions anywhere, everyone=full control.

I imported my mail from Outlook Express, thought this could be the problem, so I created a new profile with a new pst file and the error still comes up!

I have full rights to my machine, and everything else in Outlook XP appears to be working. Searched MS KB no luck there though!

Any ideas. Tar! :)
