Outlook will not shut down

I have Exchange 2000 running in the front and back-end mode. A lot of my end-users reported that when they shutdown outlook, it said it is shutting down but it stayed like that forever. This happens accasionally to everybody. Does anyone know why this happened? All my end-users are internal. Many thanks.

I must be missing this tab. The e-mail server is a member server. When I check the domain controller that tab is not present. ??
