OUTLOOK will not open

A program problem loaded my C drive full. When I tried to open Outlook I got the message the drive was full and it would not open. I corrected the problem that filled the drive, but I haven't been able to open Outlook since. When I try I get these two error messages: 1) an extension failed to initialize. Can't open file: extend.dat. The file may not exist, you may not have permission to open it, or it may be open in another program. Right click the folder that contains the file, and then click Properties to check your permissions for the folder. You don't have appropriate permission to perform this operation. 2) Cannot start Microsoft Outlook. Unable to display the selected folder or item. File access is denied. You do not have the permission required to access the file C:\Documents and Settings\Larry\Local Settings\Application Data\Microsoft\Outlook\Outlook.pst.

I have tried reinstalling and repairing Outlook from "Add/Remove" without any help. I have found the files extend.dat and Outlook.pst, but I do not know how to view my Permissions nor to change them. What do I do to fix this?
 
I went into [red]Control Panel[/red] and used the [red]"Add/Remove Programs"[/red] and the "Change" feature there to try to change my [green]Microsoft Office XP Professional[/green] program in order to find my problem and fix it. That did not change a thing. I then used the "Click Here For Support Information", and from there used the ""Change" feature to fix the problem. That did not work either. So I then went in and used the "Remove" feature to remove the whole [green]Microsoft Office[/green] program and start over new. I used the [green]Install Wizard[/green] and installed a new and complete version of [green]Microsoft Office[/green], [green]169 MB[/green] for mine, and selected the option to "Remove ALL" of the previous programs in order to not have any possibility of the previous problem copying over. I ran [red]Outlook[/red] after that and I still got the same two error messages and I am still locked out of [red]Outlook[/red]. HELP! ! !
