Outlook Web Agent

I am having problems with the outlook web agent and cannot seem to get it to work, let alone have the two servers talk with one another.

I have outlook Web Agent installed on a NT 4.0 service pack 6 server named web_server. I have IIS 4.0 running on it as well. Our exchange 5.5 server is on another NT 4.0 sp 6 server and I cannot get the two to "talk" with one another. I have trust relationships set up in the user manager between the two, but they still will not connect with one another. Not only that, but when you are on the web server and open up the exchange directory in windows explorer and click on one of the HTML files to even look at what the page would look like, it tells you that access is denied.

Any insight on this?
 
Looking at the Exchange site through Exchange admin, under Configuration - Protocols - HTTP(Web) Site Settings - Properties - General Tab - is enable protocol checked? Can they see each other on the network?
