Outlook Users cannot view Address Templates?

On our new exchange 2000 server we can can see all the address templates in in the System Manager (Recipients - Address Templates folder). However when Outlook users try to add a new entry to their Personal Address Book the templates are not displayed.

has anybody seen this issue before and know what needs to be done to allow users ability to see/use these templates?
