Outlook security settings - registry update problem

I have created an Outklook security policy using the ms outlook admin package.
Updating HKEY_CURRENT_USER on my machine (administrator)creates no problems however, permissions prevent the .reg (or a batch file alternative) from updating the registry on client machines.
As XP doesnt list users by name in HKEY_USERS, I'm at a loss as to how to update the key to allow the settings to function.
Am I missing something here? surely it should be easier than this!
