Outlook Security: "a program is trying to send e-mail on your behalf"

I'm trying to send an email from SAS (programming language) but in Outlook 2000 I get the following message displayed:

a program is trying to send e-mail on your behalf. Do you want to allow this?

I then get the option to click Yes or No. If I click Yesm Outlook delivers the email OK, but the SAS program is designed to send a number of emails so i dont want this message and prompt to appear. I'm assuming this is something to do with the security settings on Outlook? any advice on how to turn this message off would be much appreciated.
 
I didn't see this in Outlook 2000, but in Outlook Express 6:

Tools-Options-Security
Uncheck 'Warn me when other applications try to send mail as me'
