Outlook Rule to foward mail which is placed in a specific folder

Is it possible to create a rule which fowards an email to a specific address if i drag an email into a specific folder?

So for example if i have a folder called "mike" if i drag the email to mike it forwards to a contact called mike??

 
Outlook's rule actions are automatically processed upon send & receive actions, not user actions (like moving or flagging). You could create the rule, then manually run it agaist the folder in question. Or [if possible] create rule(s) that will do the moving and forwarding all at once.
