Outlook Rule leaving a delayed copy in Inbox

A user has created a rule in Outlook to MOVE mail from a member to a folder. The rule works correctly but he SAYS after a period of time passes he gets a new copy of the letter in his Inbox with the same timestamp.
We re-created the rule from scratch and it is still doing the same thing.
Any ideas what I could check?

FWIW. Is your user leaving his emails on the ISPs server when he retrieves his messages?
