Outlook rule error. -Difficult

Ok, This issue may seem familiar to a few of you but this one has a slight twist to it.

One of my users is receiving our favorite error:
"One or more rules could not be uploaded to Exchange server and have been deactivated. This could be because some of the parameters are not supported or there is insufficient space to store all of your rules."

A few of you are going to say "there is a 32k limitation" to the existing rules. Here is the strange thing.... There are no other rules. Currently, this user has no rules, and when I add a simple rule, for example, to flag all messages from me and try to enable and save, the above error occurs.

I have tried recreating his MAPI profile on his machine, my machine and another's machine. There is nothing or no type of rule in any way that I can save. These are all server side rules but the same happens with client side rules as well.

I have no problem doing anything with rules nor do some of the other users with mailboxes 3 times the size of our problem user.

Anyone have any ideas? I've got quite a few hours invested in TechNet, and other searches with no results. If you help me resolve it, I owe you a cookie.
