Outlook Read receipt issue

Outlook 2003; vice president is sending email to staff with a request for read receipt. All but two staff members rcpt get back to VP. All users are using OUTLOOK 2003 but this is not an EXCHANGE system. Email is using POP3/SMTP for all.

Small domain with DSL service via BellSouth (the new AT&T) and SonicWall

All setting seem to be correct in OUTLOOK.

Any ideas??

Users are blocking read receipts? Certainly a possibility.

Another possibility is that the users in question have the reading pane on and delete the message after reading without actually opening it. Or, they have unchecked some of the reading pane options so that when they move off the mail item it doesn't show as read.
